Town of Riverview Newsletter - December 2012

New this Year:
Thanks to the US Forest Service, our Town received 2,700 yards of gravel (valued at $14,175), at no cost for the following Forest Service Roads: Sunrise Lake, LaFave, Holt Ranch, Sullivan Springs and Loon Rapids. The estimated expense of placing the gravel including loader, trucks and a grader is $10,000. This expense is the Town’s responsibility and will be covered in the 2012 budget.

The mortgage papers on our Town Hall and Community Center will be burned after our last payment is made in January. We will be able to pay off the loan including interest and principal payments of $330,385 in five years and become debt free.

Oconto County will be billing the Riverview taxpayers $12,224 on behalf of the Brown County Library. The current Wisconsin State Law allows a consolidated library to bill an adjacent county for books loaned to cardholders outside of their jurisdiction. Although Riverview has only 16 cardholders at the Brown County Library, the bill is large as it is determined based on equalized valuation within Oconto County. This is an unfair law and is being fought by both Town and County officials. We hope to have this resolved by 2014.

An ice skate sharpener has been purchased from Park and Rec fundraising proceeds. Ice skates are available to anyone in the community without a charge and may be obtained on Tuesdays and Thursdays, 9:30-3:30 p.m. or by calling (715) 850-1473 or (414) 333-2817 and scheduling an appointment.

A new ordinance in 2012 is for new construction and building additions. A Construction/Occupancy Deposit Agreement needs to be signed and a deposit is required to be paid to the Town of Riverview upon execution. This deposit protects the Town from damages to Town property and roads created during construction. After the construction has been completed, if no damage is incurred to Town property and there is compliance with all permits, the deposit will be returned.

Community Wildfire Protection Plan (CWPP):
The community brush and chipping project will continue at Boundary Lake area because of its’ high risk for wildfire. The project is funded by the WI DNR with a donated match of labor from the landowners, who cut and haul the brush to the roadside for chipping. The project will be completed in June.

Tax Collection:
2012 tax bills will be mailed by the County in early December. You will receive a separate mailer for each parcel that you own.

If you would like a receipt, you MUST enclose a self-addressed stamped envelope. NO receipts will be mailed without one.

Hours for in-person collection are on Tuesdays 9:00am-Noon at the Riverview Town Hall from December 18th – January 29th (except holidays). Due to the Christmas and New Year holidays falling on a Tuesday, tax collection will be held on Thursday, December 27th and Thursday, January 3rd from 9:00am-Noon during those two weeks. Tax collection will be held at the Crooked Lake Community Center, 15545 County W on Saturday, January 26th 9:00am-11:00am. Payments should made by check or money order.

Dog Owners:
Dog owners in the Town of Riverview, who keep a dog more than 5 months of age as of January 1st of each year, or 5 months of age within a license year, are required under Wisconsin Statue Chapter 174 to obtain a dog license. The license fee is $3.00 for Neutered Males and Spayed Females; $8.00 for Males and Females; and $35.00 for a Multiple Dog License for 4 dogs or more. ($3.00 for each additional dog over 12). To obtain a license, complete a registration form and send a separate check with the required fee as stated above to the Riverview Treasurer, and a tag and license will be returned to you. The registration form is available on the website or by stopping at Town of Riverview Town Hall.

Your town board is here to serve you and our community. We are available to speak on Town issues for your group meetings if requested. Town Board meetings are held the 2nd Tuesday of the month at 7pm and the minutes of every board meeting are posted on our website. The office hours for the Clerk are Tuesdays and Thursdays from 9:30am-3:30pm. Regular office hours for the Treasurer after the tax collection season are on the 1st Tuesday of the month from 9:00am-Noon.

Recycling Ordinance and Recycling Center Hours:
You are required to display your recycling permit at both recycling centers. If you do not have one, contact the Town Clerk during scheduled office hours. Compost units are available for $40 at each site.

Summer hours begin Memorial Day weekend and end after Labor Day weekend. Furniture will only be accepted during the summer-scheduled hours.

Brush Site Hours: May 1st through November 15th Saturdays 11am – 3pm. We continue to receive an annual cost-shared grant (52% funding) form the DNR to financially support our brush site.

Subject: Gypsy Moth Spraying
The Town of Riverview will not be financially responsible for any spraying for gypsy moths. If you have questions, please contact a Town Board Supervisor or Jerry Yaedke, Intergovernmental Gypsy Moth Coordinator at (715) 276-3334. Educational information on the gypsy moth is available at the Town of Riverview Town Hall located at 15471 Hwy. 32.

Subject: Driveway Permits 
Just a reminder that driveway permits are required for all new driveways. You may need to install a culvert. The cost for the driveway inspection is $25.00. If you do not obtain this permit and we learn of this infraction, you will be forced to pay the fee, a fine and the cost of the culvert.

Subject: Fireworks 
A permit from the Town of Riverview is required for the purchase, possession and use of all fireworks, which are any devices that explode or leave the ground. Per Wisconsin Statute 167.10(1) the following do not require a permit: sparklers, stationary cones and fountains, toy snakes, smoke bombs, caps, noisemakers, confetti poppers with less than 1/4 grain of explosive mixture, and novelty devices that spin or move on the ground. To obtain a permit and a copy of the regulations, see the Town Clerk during regularly scheduled business hours. You will be issued a permit that is valid only in the Town of Riverview and the Oconto County Sheriff's Department will be forwarded the names of all permit holders.
Let's Go Green - save tax dollars, save the environment! 
We can start by setting small goals, accomplish them, and then set more goals. Three suggestions to work on: 1) don't let water run while brushing your teeth, 2) use lids on pots when cooking on the stove to help food cook faster, 3) set thermometers 78 degrees F in the summer and 68 degrees F in the winter.

Hidden Bear Trails ATV Club 
The Towns of Doty and Riverview have recently formed a new club called the Hidden Bear Trails ATV Club. The President of the club is Shawn Fidler, 276-9692.The Riverview representative on the Board of Director's is Jim Wisneski, 276-6612. The club is recruiting members and is asking for help with trail development. Applications for membership can be picked up at the Halfway Bar or Animal's Bear Trail Inn.
